He pointed out that now, some 2,500 migrants remain in a migration camp near the Mexican-US border, not far from the city of Tijuana.

By Saturday afternoon, most of the thousands of migrants who had been camped out at the sports complex had agreed to move to the new, more distant shelter.

Some migrants may hope to defeat the odds and penetrate one of the most fortified sections of the southern US border. U.S. Border Patrol agents had the territory between the two barriers heavily covered. They turned around and waved to those still on the Mexican side.

Since being transferred to the new shelter, Tijuana's municipal authorities have refused to provide details about the migrants. The withdrawal of the city's authorities comes at the behest of Tijuana's mayor, Juan Manuel Gastelúm, who has repeatedly said he will protect Tijuana from disruptions from the caravan.

Human rights groups have question the legality of the president's proclamation.

Melanie Hernandez, a migrant at the new shelter, said the desperate situation created by the rain has "improved the humanitarian response" offered by Mexican and US non-governmental organizations, many of whom are offering clothes, medical care and some legal services.

They told the migrants food and medical services would no longer be provided there.

But it is still crowded.

The desperation of many drives them to take a perilous journey.
