A "North America free trade agreement" was often referred to in coverage in both Canada and the US well ahead of the October 1992 ceremony in San Antonio, Texas, in which Mexico signed on. And Trump is facing a House of Representatives controlled by the Democrats.

The new deal does not address persistent trade issues for ME companies such as tariffs on Canadian softwood and aluminum and steel put in place by the Trump administration.

The signing was done on Pena Nieto's last day in office, a target the countries had pushed for in a bid to have it sealed before his successor, Andres Manuel Lopez Obrador, takes power Saturday.

Mr. Trump said their encounter at the G-20 summit in Argentina was brief. "We'll see what happens".

The deal comes after more than a year of negotiations between the parties, with agreement on new auto and dairy industry regulations proving particularly challenging.

"We look forward to working with the administration and Congress to ensure the USMCA is implemented and enforced in a way that empowers manufacturers in America to continue investing in our people and our communities", the powerful business group said in a statement released shortly after the signing ceremony.

Top US officials were on hand for the signing, including Secretary of State Mike Pompeo, Treasury Secretary Steven Mnuchin, national security adviser John Bolton and the President's daughter Ivanka Trump and son-in-law Jared Kushner. But Ottawa, Mexico City and Washington have now agreed to sweeping changes to manufacturing and labor requirements that USA officials say should boost wages and discourage moving production offshore.

As a matter of fact, Philip Levy, a trade official in President George W. Bush's White House, says, "President Trump has seriously overhyped this agreement". To avoid confusion, she has opted to called it "new NAFTA".

Trump did not mention the Russian Federation investigation during brief comments before sitting down with Macri, whose father, the president noted, was a former business partner. The Canadian Conservatives have accused Trudeau of making too many concessions to Trump, who had threatened to "ruin" the Canadian economy unless he got his way.

Analysts said Democrats are unlikely to reject the new deal completely, as there is no available alternative.
