The Tehran meeting comes against the backdrop of United States sanctions against all three participating countries.

According to the plan, 12 armed groups - including Hayat Tahrir al-Sham (HTS) in Idlib - would lay down their arms and be evacuated from the province, the newspaper said, without revealing its sources.

"The Trump Administration and the worldwide community have made it clear that there is no military solution to the Syrian conflict", Haley told the Council, which was to hold another meeting Friday on the crisis in Idlib.

The US will chair a UN Security Council meeting Friday about the possible offensive.
